If a world's stability is low enough, uses the forced labor economic policy, is the victim of covert action, or does not deal with a random event that involves rebels in a way that the rebels are dealt with, rebels will begin to appear. Rebels are a constant drain on a world's stability, growth, and the perception of its leader. The effects worsen as the rebel threat increases.
